New to the Board
The Chair of the Foundation Board, Me Martine Vanasse, is pleased to announce the appointment of Ms. Isabelle Boucher, Director of Administration of the Institut national de la recherche scientifique (INRS), as a Director of the INRS Foundation for a two-year term.
Ms. Boucher has held the position of Director of Administration of INRS since March 2022. In this capacity, she participates in the development of institutional priorities in the management functions related to human resources, finance, material resources, information resources and buildings and equipment.
Previously employed by the Université du Québec from 2006 to 2022, she served as Vice-president of Administration, after having worked as Senior advisor to the President, Assistant to the vice-president of Teaching and research, and Project coordinator. She also learned the workings of the Quebec public service as a research development advisor from 2002 to 2005.
Ms. Boucher holds a Ph.D. in microbiology and an MBA from Université Laval. She has been a member of the board of directors of Les Presses de l’Université du Québec since 2009, of the Réseau d’informations scientifiques du Québec (RISQ) since 2012, and of the Canadian Association of University Business Officers (CAUBO) since 2015. She was also on the board of La Capitale General Insurance from 2018 to 2020.

Ms. Boucher takes over from Ms. Cynthia Bélanger, Vice-president of Development, Business transfer and Financing at Desjardins, who was appointed by the INRS Board in June 2021 and whose mandate has ended.
It should be noted that three of the thirteen seats on the Foundation’s Board of Directors are held by individuals representing INRS: the Director General, the Scientific Director and a person appointed by the INRS Board. Before Ms. Boucher and Ms. Bélanger, Mr. André Couture, President of Innorem Services-conseils, had held this position since the creation of the INRS Foundation, in 2020.
